11th OCTOBER 2011

Letter received from Carmarthenshire County Council notifying me that the Bryn Avenue Regeneration would not go ahead due to lack of interested parties.

12th OCTOBER TO EARLY NOVEMBER

Spoke to involved residents and it was quite evident that there was a lot of interest in the scheme. Then contacted Councillor Mrs.Helen Wyn and requested that she made further enquiries on our behalf.

NOVEMBER 10th 2011

Commenced arrangements for a meeting of residents.This meeting was later arranged to take place on 29th November in the Upper Brynamman Community Centre.
Residents were notified of the meeting date and venue and were also provided with details of all scheme facts known at that time.

Councillor Helen Wyn agreed to attend and provide any information received as a result of her request to Carmarthenshire County Council.

Notified by Councillor Helen Wyn that she had requested information from Carmarthenshire County Council and was awaiting a reply.

TO HOUSING DEPARTMENT 17th NOVEMBER 2011

As a participant in the Upper Brynamman Regeneration Scheme I am obviously disappointed in your decision not to proceed with necessary repairs on the Bryn Avenue / Brynbach Road group.

Could you please advise me which properties on Bryn Avenue / Brynbach Road that met the criteria for group repair during your initial survey.

Thank you for your e mail regarding the above, expressing your disappointment that the scheme did not go ahead.

With regards to your request, unfortunately, before any surveys are carried out, we go through an initial expression of interest process, to determine the number of properties which would like to take part in a scheme.

It was following this exercise (which was carried out twice) unfortunately, only 16 responses were received out of the 37 properties on Bryn Avenue, which was we below the minimum take up level of 60% for a scheme to go ahead. It was upon this information that the scheme did not go ahead, so no surveys were undertaken.

The individual home owners were all then invited to apply for individual Property Appreciation Loans.

MY REPLY TO ABOVE ON 18th NOVEMBER 2011

May I thank you for your prompt reply.

Unfortunately I have to disagree with your comments as according to Carmarthenshire County Council (quote from Regeneration Newsletter 1 - February 2005) "Following an extensive house condition survey nine streets have been identified as meeting the criteria for Group Repair". Bryn Avenue was one of the nine streets listed in the newsletter.

From the above Council quoted information I can only asume that you have been provided with incorrect details of the scheme's original qualifying criteria.

If nine streets were selected to qualify for Group Repair needs and a further twelve streets were not (again quoted from the above mentioned newsletter) how could the selection be achieved without conducting any survey ?

TELEPHONE CONTACT WITH LIAISON OFFICERS ON 22nd NOVEMBER 2011

I Again requested the number of premises the Council initially considered to require repairs. It appears that the original documents have been mislaid during a staff change. Promised a telephone reply on Thursday 24th.

As yet the required information is not available. A meeting is being held today and hopefully a reply will be available later today or tomorrow.

The number in disrepair were :- 23 (72%)

The number unfit were :- 1 (3%)

Bryn Bach Road :- Total number of properties surveyed in 2003 were 10

The number in sound condition were :- 1 (10%)

The number in disrepair were :- 8 (80%)

The number unfit were : - 1 (10%)

TO REGENERATION LIAISON OFFICER ON 28th NOVEMBER 2011

May I thank you for the data received on Bryn Avenue and Brynbach Road.

I wonder if you could possibly locate and forward me the same information on the other seven roads involved

Quarry Road, Chapel Street, Mountain Road, New Road, Station Road, Hall Street and Coronation Road.

That is, for each of the above roads:

Number of properties surveyed in 2003

Number in sound condition

Number in disrepair

Number unfit.

Plus number of properties showing interest in participating. (Probably not available yet for Coronation Road).

A room has been booked at the Upper Brynamman Comminity Centre for a progress meeting on
Tuesday 10th January 2012 at 6.30 p.m.

5th DECEMBER

Response received from the Housing Department. Further enquiries are being made to see what has happened to cause the scheme refusal

18th & 19th December - Data finally received for (11) above.

The Regeneration Scheme has been reviewed and will now proceed pending funding being available.
Not expecting much more information before January 2013. We can use this time gap to do further research on the scheme's workings.
