As part
of a 10
year Group Renewal programme Upper
Brynamman was declared as an area entitled
to
grant assisted home repairs.
An
initial extensive survey of the area by Carmarthenshire County
Council decided that nine roads qualified for scheme repairs, these
were Quarry Road, Chapel Street, Mountain Road, New Road, Station
Road, Hall Street, Bryn Avenue, Brynbach Road and Coronation Road.
The
repairs of properties on the first six roads on the above list have
either been completed or are in progress
A result
of the initial survey was that 23 properties on Bryn Avenue and 8
properties on Brynbach Road were deemed to be in need of repair.
Of the
23 on Bryn Avenue 16 residents requested work to be carried out, that
is almost 70%
of properties needing repair.
Similarly
on Brynbach Road 5 requested repairs out of the 8 considered to be
in need, that is over 62%
of the properties needing repair.
The
original scheme criteria clearly states that if a
"majority" of residents wished to participate then the
scheme would go ahead (subject to funding being made available by the
Welsh Assembly). See 
The
Council have since altered the "majority" requirement to
one of "60%
without any consultation whatsoever with residents.
As you
can see, the above figures are well in excess of the original
requirement of a majority (51%) and also exceeds the Council's
amended requirement of 60%.
Do
you think it is a fair decision to alter the requirement criteria
from a "majority" to "60%" when
a high percentage of the scheme is already completed or in progress.
Do
you think it is fair that the scheme asks properties not deemed
to be in need of repairs to be part of the requirement criteria,
even
though
some of the properties are new build and some have been completely
renovated and three properties are Council owned.
I
certainly do not.
